BMET starts registration process, how to registrar

After being closed for almost four years, registration of interested workers has started again in Bangladesh as part of the process of sending workers to Malaysia.

Mohammad Shahidul Alam, director general of the Bureau of Manpower Employment and Training (BMET), told the media that arrangements have been made for all workers to be included in the BMET database if they are willing to go to work in Malaysia and are selected by employers there.

How to register

Mohammad Shahidul Alam said registration can be done by attending 42 BMET offices and 11 government technical training centers in different districts across the country. In that case, the passport of the employee, passport size photo, own mobile number, email (if any), and skill certificate (if any) will be taken. Fingerprints will also be taken after the registration process.

The staff of these centers will assist the registration process by attaching the interested workers on the information registration portal. Registration can also be done using the “Ami Probashi” app approved by the government.

Interested workers have to go to the center and pay a fee of Tk 200 for registration. If they register through the app, they will have to pay an extra Tk 100 along with Tk 200 as a service charge of the ‘Ami Probashi’ app. Anyone between 18-45 ages can register without a skill certificate.

An employee account will be created. Registration will be valid for two years. During this period, interested employees will be able to update and edit information about themselves.

If anyone has acquired a new degree, training or skills, they can upload the certificate. Those who have already registered with BMET to go abroad do not need to re-register. However, they can also update the information.

Once the registration is complete, a message will be sent to the employee’s phone number.

How to be recruited after registration

A statement issued by the BMET on Sunday said that those who have any kind of skills training from the technical training center, Institute of Marine Technology or any other legitimate technical institute will be given priority in employment if they upload the certificate of training at the time of registration.

When the MoU was signed in December last year, it also set some qualifications – including a minimum knowledge of English. Knowledge on the Malay language will be considered as an additional qualification. But if anyone does not know the Malay language, then they will not be considered “incompetent”.

Malaysia wants to hire workers in agriculture, construction, mining, housework, gardening and cleaning.

Mohammad Shahidul Alam says “the worker has to mention in the registration in which sector he wants to work”. The information contained in the registration will also be seen by the agency and the employer in Malaysia.

“If employers in different sectors ask the registered staff what kind of staff they need, how much they need, depending on their qualifications, age and appearance in the picture, BMET may send twice as many names to the recruiting agency than the number of qualified candidates,” BMET director general said.

“They will select the staff and do all the work for that job, training, medical examination. The names of those who are left out will be returned to the registered list again,” he added.

Once the recruitment is finalized, the agency will send the visa application. The employer will send the flight ticket from Malaysia. However, the cost of health examination in Bangladesh part has to be borne by the interested workers.

Medical centers approved by the Directorate General of Health Services (DGHS) -- which will be listed by the Ministry of Expatriate Welfare, if selected by the Malaysian government, they will only be able to perform medical examinations on workers going to Malaysia.

“The registration process is like uploading a CV – so that BMET, agencies, and employer companies in Malaysia can see. Once the employee understands what kind of skill is a priority, he will take the training himself. After a few days, the work of the cleaner will also require the skill of using various machines. Otherwise, no one will be hired,” Mohammad Shahidul Alam informed.

Upon arrival in Malaysia, the cost of health examination of the Bangladeshi worker, insurance-related expenses, quality accommodation, insurance, medical and welfare, etc. will be borne by the employer or company there. The salary of each sector is different.

In December last year, the Malaysian government signed a memorandum of understanding (MoU) with Bangladesh on sending personnel. However, the recruitment was still closed as the decision to hire workers by Malaysia was made through only 25 recruiting agencies. Agencies in Bangladesh oppose the decision. The government of Bangladesh also disagreed on the issue.

In the six months since then, only letters have been exchanged between the two governments, and meetings of the joint working group have been repeatedly postponed by Malaysia.

Finally, a joint working group meeting of the two countries was held in Dhaka on June 2 in the presence of the Minister for Expatriate Welfare of Bangladesh Imran Ahmed and the Minister of Human Resources of Malaysia M. Saravanan.

Although there is no mention of the specified number of agencies, it was decided that “Malaysia would only hire workers through the agencies of its choice”.
