DCs of five districts appear in HC

DCs of five districts have appeared in the High Court to explain their disobedience to the court order. The five DCs are – Dhaka, Munshiganj, Manikganj, Narayanganj and Narsingdi.
A hearing on the matter is going on in the High Court bench of Justice Md. Ashfaqul Islam and Justice Mohi Uddin on Tuesday.
Earlier, the High Court summoned the five DCs and the director-general of the Department of Environment for disobeying the court order. The High Court bench of Ashfaqul Islam and Justice Mohi Uddin passed the order on April 20, in the context of contempt of court filed by human rights organization HRPB.
Advocate Manzil Morshed appeared for the writ petition in court that day. Deputy Attorney General Kazi Mainul Hasan and Assistant Attorney General Nasim Islam Raju represented the state.
Manzil Morshed said the High Court had ordered the closure of illegal brickfields in these districts and the prevention of air pollution. DCs of 5 districts and DGs of the environment department “have not fully implemented the order” of the High Court. As a result, a contempt of court case was filed against them.
On November 26, 2019, the High Court directed to close all illegal brickfields in Dhaka and 5 surrounding districts of Narayanganj, Munshiganj, Gazipur and Manikganj. It has been asked to run a mobile court if necessary to close the brickfields.
At the same time, the court directed the formation of a high-level committee headed by the Environment Secretary to formulate a guideline on what causes air pollution in Dhaka and what steps need to be taken to curb it. The committee was asked to submit a report within 30 days.
