The Local Government, Rural Development and Cooperatives Ministry has suspended four more Union Parishad (UP) chairmen and six UP members over various charges including absenteeism in the workplace, irregularities in distributing government’s cash aid and relief goods.

The Local Government Division today issued a separate notification in this regard. A total of 84 public representatives, including 28 UP chairmen, 51 UP members, 1 Zila Parishad member, 3 municipal councillors and one upazila vice-chairman, have been temporarily suspended so far since the start of the coronavirus outbreak.

The suspended UP chairmen are- Md. Anwarul Haque of Singapore UP in Nikli upazila of Kishoreganj district, Haji Mohammad Kajal Bhuiyan of Halimpur UP of Bajitpur Upazila,  Md. Shahnewaz of M Baliatali UP of Barguna Sadar and Humayun Kabir of Naltona UP.

The suspended UP members are- Harish Mia of ward 2 of Majlishpur UP, Hasan Mia, of ward 7 in Sadar upazila of Brahmanbaria district, Md. Harun Mia of Ward 7, Md. Hanif of ward 8, Mosasmad Rani of wards 1,2 and 3 (reserved seat) and Sabina Yasmin of wards 7, 8 and 9 (reserved seat) of Naltona UP of Barguna Sadar.

It is mentioned in the circular, Kishoreganj district Nikli upazila Singpore Union Parishad chairman Anwarul Haque is absent from the workplace disobeying government instructions without assisting in relief work amid coronavirus situation. 

Chairman of Halimpur Union Parishad of Bajitpur upazila of the same district Haji Mohammad Kajal Bhuiyan has been absent from work for a long time disobeying the directives of the Local Government Department, obstructing the implementation of various measures taken by the government to prevent coronavirus infection and was absent from distributing of VGD foods. 

Another circular state that Harish Mia, a member of Ward 2 of Majlishpur Union Parishad under Sadar Upazila of Brahmanbaria district and Hasan Mia of Ward 7 have been accused of doing irregularities on providing cash assistance through mobile banking.  

A local investigation has proved that Shahnawaz has given 60 kg of rice instead of 80 kg by VGF, and illegally given rice to two village policemen out of the list. 

Md. Harun Mia of Ward 7, Md. Hanif of ward 8, Mosasmad Rani of wards 1,2 and 3 (reserved seat) and Sabina Yasmin of wards 7, 8 and 9 (reserved seat) and Chairman Humayun Kabir of Naltona UP of Barguna Sadar upazila have been alledged of irregularities in the preparation of list and embezzlement of rice. The allegations have been proved in the local investigation.

The notification said that the government felt that the exercise of power by these chairmen and members was not appropriate from an administrative point of view. Therefore, according to Section 34 (1) of the Local Government (Union Parishad) Act 2009, they were suspended from their posts.

Besides, separate showcase notices were served on them asking to send their replies to the Local Government Division through respective deputy commissioners (DCs) within 10 working days from the date of receiving notices explaining why they should not be removed permanently from their posts.
